Lots of Rain

Heavy rainfall in late October and early November converted the drought-parched Valley into a wet, soggy place (parts of Willacy County received 30 inches of rain in one week). One of the outcomes is that the Rio Grande is flowing freely into the Gulf of Mexico again, the first time in almost two years.
